First Arc - Hermes explains the Journeymen's strategy

Hermes was sitting on the park bench, just like always.  Freeman
approached, removing his sunglasses and squinting away the noonday sun's
light.

"Good morning, Freeman."  And the avatar waved.

"Today,
I have questions about your first-contact approach."  Hermes nodded,
silently consenting to the topic.  Freeman pressed on.  "First, while
it's very impressive for the Journeymen to crack the NSA's secret
satelline network, most of our conventional 'first contact' scenarios
suppose that transmissions will be detected on the hydrogen band.   That
band is reserved by the International Telecommunications Union as not
to be used by anyone - radio astronomers need it clear to do their
work."

"And by extension, SETI."  Hermes replied, then waited as
Freeman thought.  At last, the engineer gave a slow nod.  "I see. 
Because everyone would be looking for that, wouldn't they.  You were
concerned about a public revelation all this time."
